16 Acres Civic Association
Minutes of Board Meeting
September 7, 2005
I. Attendance:
Helen Boyle, Clodo Concepcion, Judy Fleury, Richard Greenberg (presiding), Jim Gregory, Ann Hadank, Maria Johnson, Jean Masse, Ann Ryan, Willis Schoof.
II. Introduction:
The meeting was held at Millpond School, Springfield, Massachusetts. The Chairman of the Board called it to order at 6:45 p.m.
A letter of resignation by the Secretary, Karen Lee, was read to the board by Clodo. There was a motion by Richard Greenberg to accept the resignation of Karen Lee as Secretary and appointment of Maria Johnson for the position. Clodo Concepcion seconded the motion and the Board voted unanimously.
III. Treasurer's Report:
The Treasurer read the financial report for July and August as follows: Beginning, July 1 $4,815.08
Add: Deposits from dues 119.00
Ending, July 31 $4,934.08
Beginning, August 1 $4,934.08
Add: Deposits from dues 336.00
Total $5,270.08
Less: Expenses:
Picnic $261.40
Stamps 74.00 335.40
Ending, August 31 $5,457.48??
A motion to approve the Treasurer's Report was made by Jean Masse and seconded by Ted Knee. The Board voted to approve unanimously.
IV. Guest:
Colleen Moynihan of the Citizens For A Clean Springfield attended the board meeting and was asking the 16 Acres Civic Association to pledge at least $200 to sponsor her organization on October 15 to clean up Mary Lynch School, Kennedy Junior High, and Brookings School. The money shall be used to buy materials such as brooms, gloves, etc. Jean Masse did not agree since the City provided the cleaning materials when the 16 Acres Civic Association did a clean-up day and during the observance of Earth Day. Ms. Moynihan also invited the Association to their meeting at Primus Mason in September.
Decision: Tabled
V. President's Report:
Clodo Concepcion reported that the graffiti behind the Dunkin Donuts is done, the Big Y issue is almost there, houses are being built at the former farm, and the Karate School is moving to Wilbraham.
His meeting with the Landlord of Wings and Ginger Blossom Restaurants regarding dumping behind its buildings resulted in a positive note, and that the Landlord would take care of it.
Patrick Sullivan will be the Guest Speaker at the next meeting to give us the update on Greenleaf and Anderson Park.
VI. Old Business:
Used cars and tires are still being sold at Wilbraham Road: for follow-up by Clodo.
Clean-up of the tree belt: according to Clodo, the City will do it.
Picnic: Jean Masse is handling it. This will be the last picnic that Jean will handle. She just resigned from future picnics.
VII. New Business:
The DPW's bulk pick-up went up from $2 to $12. This increase is ridiculous. Jean made a motion to send communication to the City Council that the 16 Acres Civic Association is displeased with the bulk trash pick-up increase, and seconded by Clodo. All are in favor.
The Chairman directed Maria to write the letter stating the displeasure and that the increase is counterproductive.
There was a motion by Willis to bring before the Traffic Commission or the City Council regarding speeding by trucks and motorcycles, jake brakes, and thru stops. There was no second to the motion. However, the Chairman directed Clodo to do it and Willis volunteered.
Clodo presented to the Board the annual bill from Excel dot net, the internet service provider for 16 Acres dot org. A motion was made by the Chairman to continue our relationship with Excel dot net, and seconded by Ted. All are in favor.
VIII. Announcements:
There will be a bake sale to benefit New Orleans to be held at the Millpond School between the hours of 6:00-8:00 p.m., the week of Sept. 19.
This year is the hardest to collect dues due to the omission of membership forms from the June newsletter.

IX. Suggestions:
Coleen Moynihan suggested that residential members should know the coporate members. It will be easier to recruit corporate members and ask for their sponsorship if their names are acknowledged in the newsletter.
X. Dismissal:
The meeting adjourned at 7:45 p.m.
